D34 Master Facility Plan Proposal: A Roadmap for Future Improvements

The Master Facility Plan proposal, a comprehensive strategy designed to guide the future of our district's facilities, serves as a 20-year roadmap to enhance educational environments and upgrade Antioch CCSD 34's seven active facilities.

GreenAssociates conducted a thorough master facility assessment of all D34 buildings and presented their findings and recommendations to the D34 Board of Education at the December 17, 2024 meeting. While no specific projects were approved during the meeting, the proposal provides a strategic foundation for future decisions. All projects will follow the standard approval process.

Strategic Plan Alignment

The Master Facility Plan is a proactive, long-term strategy aligned with the D34 Strategic Plan, which serves to anticipate future needs, avoid emergency expenditures, and ensure minimal disruption during transitions in leadership.

Goal 4: Provide state-of-the-art learning environments for students.

Goal 8: Ensure a safe and secure environment for students, staff, and visitors.

Goal 11: Enhance our responsibility as stewards of financial resources by providing quality school environments focused on empowering students to learn.

Plan Highlights

Collaborative Process: Diverse stakeholder groups, including educators, parents, and community members, collaborated to generate and refine ideas for improvement.

Comprehensive Strategies: Recommendations range from essential maintenance to potential renovations and new construction.

Grades: Preschool

Built: 1928 with 4 additions (39,602 square feet)

Facilities Assessment: High maintenance and upgrade costs

Educational Adequacy: Rated poorly in educational adequacy due to small class size, accessibility issues and inadequate student services spaces such as nurses office.

Capacity and Utilization: Poor utilization due to multiple levels and the condition of lower level.

Recommendations:

Due to the facility’s challenges as well as limited area available on site, we recommend a new facility be constructed on another more appropriate site.
A new facility at a different site can provide adequate site access, site accommodations, and support the required educational needs of a pre-K building.
Due to space needs at the elementary buildings, we also recommend moving the elementary kindergartens to this building. This will allow for needed improvements at those facilities.
The District administration can also be moved to the new Pre-K building in order to consolidate properties for more efficient resource usage.

Hillcrest Elementary School

Built: 2000 with 1 addition (82,102 square feet)

Facilities Assessment: Average maintenance and upgrades costs.

Educational Adequacy: Above average rating. Rating to improve to good or excellent if issues below addressed.

Capacity and Utilization: Adequate capacity, good utilization. Programmatic requirements and slight enrollment increase are driving the need for additional classrooms.

Recommendations:

Provide accessible playground and improved playground access.
Provide additional, adequate student services spaces, conference and small group rooms, staff lounge and staff work spaces, and building storage. Former Kindergarten spaces can be utilized to address these needs.
The size of the library is not equivalent to the other two elementaries. Increase the Library size and amenities.
Additional classrooms are needed. This can be accommodated by modifying former kindergartens.
Provide additional special educational spaces to accommodate changes in SEDOL programs.
Renovations to update security at the main entry and office.
Move assistant principal to the main office.
Move lunch services to multipurpose room and update amenities in multipurpose to accommodate lunch program and in the gym to accommodate whole school meetings.
There is adequate space on site for additional, future buildings and additional drive access as indicated on the conceptual plan.

Facilities Assessment: Average maintenance and upgrades costs.

Educational Adequacy: Above average rating. Rating to improve to good or excellent if issues below addressed.

Capacity and Utilization: Adequate capacity, good utilization.

Recommendations:

Provide additional site parking and adequate parent drop off queue.
Provide additional, adequate student services spaces, conference and small group rooms, staff lounge and staff work spaces, and building storage. Former Kindergarten spaces can be utilized to address these needs.
Provide additional special educational spaces to accommodate changes in SEDOL programs.
Modify open collaboration spaces in corridors at northeast and southeast corner of building to provide more usable small group or student services spaces.
Address sound concerns in gymnasium and multipurpose room.

W.C. Petty Elementary School

Facilities Assessment: Somewhat above average maintenance and upgrades costs.

Educational Adequacy: Above average rating. Rating to improve to good or excellent if issues below addressed.

Capacity and Utilization: Adequate capacity, good utilization.

Recommendations:

Improve site parking and site circulation configuration.
Provide additional, adequate student services spaces, conference and small group rooms, staff lounge and staff work spaces, and building storage. Former Kindergarten spaces can be utilized to address these needs.
Provide additional special educational spaces to accommodate changes in SEDOL programs.
Address sound concerns in gymnasium and multipurpose room.

Built: 1970 with 2 additions (119,318 square feet)

Facilities Assessment: Somewhat above average maintenance costs. Higher maintenance costs due to the need for a significant amount of roofing.

Educational Adequacy: Average rating. Rating to improve to good or excellent if issues below addressed. Rating significantly affected by lack of large spaces such as adequate cafeteria and encore spaces.

Capacity and Utilization: Adequate capacity, poor utilization. Expanding programmatic requirements are driving a need for additional classrooms. However improved utilization and scheduling may address some of these needs.

Recommendations:

Improve site parking and site circulation configuration.
Relocate transportation building to Tiffany or Savage site to allow for additional parking and circulation for AUGS.
School goals include running track and improved play fields.
Provide an additional to address the following programmatic needs:
- Cafetorium to accommodate whole school assemblies.
- Orchestra and Choir to occupy the old cafeteria.
- Additional special education classrooms, life skills room and resource rooms.
- Additional classrooms as needed to support expanding programs.
Renovate and improve access and privacy to the nurse’s office.
Provide additional, adequate student services spaces, conference and small group rooms, staff lounge and staff work spaces, and building storage.

Facilities Assessment: Somewhat above average maintenance costs.

Functional Adequacy: Generally adequate. Inadequate meeting and ancillary spaces.

Recommendations: Address meeting and ancillary spaces or consolidate with new PreK/K building to make more efficient use of district resources.

Facilities Assessment: High maintenance and upgrade costs.

Functional Adequacy: Inadequate office space. The facility does not fully support the required maintenance needs.

Recommendations: This facility and associated bus parking, constricts parking and site circulation at AUGS. Relocate.
